When a state inspector or a district asks to see a driver's file, they want proof — a copy of the license, a dated medical card, the background check letter — not your word that it's fine. A driver qualification file is that proof: one folder per driver, with everything that shows they're allowed to drive a school bus today. This school bus driver qualification file checklist covers what usually goes in it, what renews every year, and how to keep it ready.
One thing first: for school buses, your state's rules decide what the file must hold and for how long — and district contracts often add their own items. Use the list below as a starting point and check it against your state.
The school bus driver qualification file checklist
So what goes in a driver qualification file? Most school bus driver files hold some version of these:
- Job application, with the driver's employment history.
- Driving record (MVR or license abstract) — at hire, and in many states again every year.
- License — a copy of the CDL with the P (passenger) and S (school bus) endorsements, and the road test record where your state requires one.
- Medical card — a copy of the current DOT medical certificate, with its expiry date.
- Background check — the criminal history or fingerprint result, and a child abuse clearance where your state requires one.
- Training records — initial school bus training, in-service and refresher training, and CPR / first aid if required.
- Drug and alcohol testing — CDL drivers, school bus drivers included, are in the DOT drug and alcohol testing program, including Clearinghouse queries. Keep the records your program requires, and keep them confidential.
- Yearly reviews your state requires, such as a defensive driving observation.
- Signed acknowledgments — your driver handbook and policies.
Tip: A date with no document behind it doesn't help in an audit. For every date you track, keep a copy of the paper it came from.
Two states, side by side
To show how much states differ, here's what two of the states in our school bus inspection requirements guide ask for (checked against official sources on Oct 1, 2026):
| New Jersey | Connecticut | |
|---|---|---|
| Who needs a file | Each school bus driver and aide | Each driver |
| What it holds | License number, class and school bus endorsement; a current medical examiner's certificate if required; the current criminal history background check certification letter | Job application, training history, driving history, medical examiner's certificate and drug test results |
| How long to keep it | Kept current (our guide lists no period) | Three years |
School bus driver annual requirements
Some items are done once at hire. Others come round every year — or more often — and those are the ones that slip. A few examples from the same state guide:
| State | What repeats |
|---|---|
| New York | An annual physical (no more than 13 months apart), annual license abstracts, annual defensive driving observations, and two hours of refresher training twice a year. |
| Pennsylvania | Every S endorsement holder passes a school bus physical every year. |
| Connecticut | At least six hours of in-service training each year to renew the school endorsement. |
| New Jersey | A safety education program for drivers and aides twice per calendar year. |
On top of your state's list, plan for the medical card's expiry (often every one or two years), the CDL's renewal, random drug and alcohol testing, and Clearinghouse queries. Our post on tracking CDL and medical card expiry covers the reminders in detail, and in-service training tracking covers the training side.
How to keep every file audit-ready
- One folder per driver, in the same order — the school bus driver qualification file checklist above makes a good table of contents.
- Put a cover sheet on the front with each item, its date and when it expires.
- Set reminders 90, 60 and 30 days before anything expires — medical exams and background checks take weeks to book and come back.
- Look for what's missing once a month, not only what's expiring. New hires are the usual gap.
- Never put a driver on a route with an expired license, medical card or clearance.
- Keep files after a driver leaves for as long as your state requires.
- Before an audit, go through every active driver against the checklist — see the school bus audit checklist.
If you track dates in a spreadsheet today, the free CDL & medical card expiry tracker is an Excel file that works out the days left for each driver's CDL and medical card and turns them red when expired and amber within 60 days. It's free, with no sign-up.
Doing it in FleetCommander
Each driver's record holds the license number, state, class and expiry, CDL endorsements and CDL restrictions, Medical card expires, the background check, Fingerprint approved on, the drug test, and Training status and Training date (the fingerprint and training dates are recorded only — they don't send reminders). The driver's Documents tab keeps the copies — license, medical card, training certificates — each with its expiry date and an Expired or Expires soon tag. Reminders go out before things expire (90, 60, 30, 14 and 7 days by default).
Under Settings › Compliance rules you choose which documents every driver must have. The Compliance Center then lists Drivers missing papers — no license number, no medical card date, a required document never added — and the people who edit drivers get a weekly summary until it's all in. Nothing is blocked; they're reminders. Where the HR section is on, Certifications tracks drug tests, physicals, background checks and in-service training with renewal periods and reminders, and Hiring keeps an applicant's files (resume, license copy, signed application) from day one. See the Drivers guide and the HR guide.
Ask Ava (Beta), the assistant built into FleetCommander, instead of opening every file: Which licences expire this month?, When does James's licence expire? or Documents for drivers. With HR access, Which certifications expire this month? and Expired certifications cover the rest. Drivers can ask her Is my medical card still good? about their own card. She never shows a driver's SSN.
Good to know: What a driver qualification file must hold, what renews each year and how long records are kept are set by your state's school transportation rules, your district contracts, and federal rules where they apply. The state examples above come from official sources checked on Oct 1, 2026 — rules change, so confirm with your state agency.
